Job Summary

Report to the Terminal Manager and Terminal Supervisor and is responsible for the safe and efficient handling of petroleum products, routine inspection and maintenance of fueling equipment, and performing work in accordance with policy, procedures, and safety requirements necessary to ensure the safety of personnel and integrity of the environment, and security of the facilities.

Duties/Responsibilities

  • Prepare for pipeline and truck receipts by setting up tanks, valves, and pumps as prescribed by operating procedures, completing release forms authorizing delivery, and subsequently monitoring the deliveries as they occur.
  • Monitor load rack operations by performing routine inspections, observing and assisting drivers, and updating load rack computer systems to ensure only authorized drivers, trucks, and carriers can operate the electronic controls.
  • Perform or assist in troubleshooting and routine maintenance for all equipment using both preventative and reactive maintenance strategies. Prepare work permits or substandard reports when required. Monitor and assist contractors.
  • Perform general facility upkeep and maintenance, including painting, sweeping, washing, and other general housekeeping duties.
  • Conduct routine inspections on all systems, components, and safety equipment to ensure proper operation and compliance with regulatory guidance.
  • Climb tanks to gauge product levels, take temperatures, and pull samples.
  • Complete and/or keep all paperwork and documentation updated and complete.
  • Monitor fuel and additive product levels through use of automated systems or by performing a physical inventory. Inform supervisor when inventory needs are questionable. Fill or empty tanks, totes, or drums as necessary.
  • Perform basic quality control tests such as visual analysis and API Gravity on fuel samples for identification and maintaining product quality. Record all results.
  • Ensure all inventory and product movement reports are completed and submitted. Daily summaries, reconciliations, gauge tickets, invoices, and other documents necessary to close the end-of-day and end-of month folios.
  • Maintain a working knowledge and strong understanding of terminal policies and procedures, environmental regulations such as Air Permit, Spill Prevention Control and Countermeasure Plan, Stormwater Pollution Prevention Plan, Spill Response Plan, and terminal health and safety plans.

Physical Tasks

Perform physical labor in a variety of extreme weather conditions, including walking, bending, stooping, climbing tanks, digging, lifting, and general manual labor. Climbing fuel tanks (averaging about 60 steps) safely, without assistance, while holding on to a

handrail with one hand and carrying equipment, such as tank gauging tools or tool bag in other hand. Regularly required to stand, walk, climb, etc. for extended periods of time and negotiate uneven or unpaved surfaces.

Duties/Responsibilities (Frequency)

Daily

  • Discuss status of tanks, valves, equipment, maintenance, receipts, deliveries, visitors, and other activities with terminal supervisor to set a work schedule and when conducting shift briefings with outgoing/incoming operator.
  • Conduct routine inspections on all systems, components, and safety equipment to ensure proper operation and compliance with regulatory guidance.
  • Perform troubleshooting and routine maintenance on all equipment using both preventative and reactive maintenance strategies. Prepare substandard reports when required. Responsible for maintaining housekeeping standards.
  • Participate in maintenance activities and provide oversight of contractors. Prepare work permits as required. Monitor and assist contractors.
  • Monitor loading rack operations by observing and assisting drivers, and updating load rack computer systems with driver, vehicle, and carrier information.
  • Maintain familiarity with and enforce operating policies and standards. Provide driver and contractor orientation prior to allowing access to the terminal.
  • Monitor product inventories and allocations for customers.
  • Monitor fuel and additive product levels through use of automated systems or by performing a physical inventory. Fill or empty tanks, totes, or drums as necessary.
  • Conduct truck receipt preparations, setup, and completion. Monitor deliveries and ensure bulk receipt documentation is accurate and complete.
  • Conduct product quality control to ensure products are within specifications. Perform basic quality control tests such as visual analysis, API Gravity, and Conductivity analysis on fuel samples for identification and maintaining product quality. Record all results.
  • Complete proper training requirements in accordance with terminal operating procedures and regulatory requirements as required to ensure you can complete your job effectively.
  • Document inspections, maintenance, orientations, inventories, and Toptech supporting documents and file paperwork as applicable. Keep appropriate documentation up to date, organized, and readily available.
  • Document and/or report all product mixes, incidents, injuries, spills, and violations of company operating practices per company regulations or policies.
  • Maintain outdoor and indoor areas, making sure all areas are clean and organized by picking up trash and debris, emptying trash, sweeping floors and parling lots, and perform general housekeeping tasks.

Weekly

  • Conduct pipeline receipt preparations, setup, and completion. Coordinate and monitor deliveries and ensure all documentation related to product supply (bulk receipts) is accurate, timely, and complete.

As Required

  • Perform duties of a first responder when called to a spill or emergency situation. Follow company guidelines and procedures when responding.
  • Document, report and investigate all mixes, incidents, injuries, spills and violations of company operating practices as per company regulations or policy and as required by State, Federal and local regulations.
  • Participate on the incident command team as a member of the facility response team and act as on-scene commander or section chief as required for any emergency involving the Terminal
Requirements:

Experience/Desired knowledge

Working conditions

  • Terminal operates 24-hrs per day so operators may be required to work weekends or 12-hr shifts.
  • Overtime or extended hours may be required in case of emergencies
  • Will be required to work alone/unsupervised
  • May be exposed to some refined oil products containing chemicals that may be related to certain types of illnesses or reproductive toxicity. Some products emit vapors, are flammable, and may be explosive under certain circumstances.
  • Exposure to smells and fumes associated with refined petroleum products.
  • Will be required to wear Personal Protective Equipment (PPE), composite-toed boots, and respirator
  • Must be able to work in an outdoor environment and able to withstand extreme weather conditions
