Job Description and Profile

The Long Range Senior Planner acts as a project manager on a variety of independent and team activities in the areas of current and long range planning. Analyzes issues and develops land use, environmental, cultural resources, economic development, housing, community development, local government policy proposals; formulates plans, plan amendments, plan implementation strategies and regulations; presents policy recommendations and plan proposals to policy makers and the public. The long range senior planner demonstrates a proven ability to interpret, administer and enforce land use regulations within the context of established policy and applicable law.

Duties and Responsibilities

  • Review and analyze comprehensive planning issues, including interpretation of the Growth Management Act, SEPA and other relevant regulations.
  • Assist in the drafting of zoning ordinance and comprehensive plan amendments related to land use. Assist other planners on resolving code comprehensive plan policies or conflicting provisions.
  • Conducts development application review process which determines permit application completeness and conformance with comprehensive plans and applicable policies, regulations, and code.
  • Provide technical assistance and training related to code interpretation and code amendments to department staff and customers as needed.
  • Keeps up with state, regional, and local land use regulation changes that may affect municipal codes and comprehensive planning.
  • Quality checks draft policies, narratives, and municipal code prepared by other planners.
  • Builds, maintains, and enhances relationships with existing and future clients.
  • Responsible for maintaining project budgets.
  • Provides oversight and direction to planning staff on assigned tasks where appropriate.
  • Participates in hiring process and employee goal setting in coordination with supervisor.
  • Prepares staff reports and presents information at public meetings and hearings.
  • Coordinates public meetings/outreach efforts for projects.
  • Research jurisdictional requirements, codes, and policies.
  • Finds, maintains, and fills out jurisdictional forms and applications.
  • Prepares RFP/RFQ responses for planning/engineering projects.
  • Prepares GIS maps.
  • Attend client meetings and conference calls.
  • Coordinate with sub-consultants for needed services.
  • Prepare complex technical reports.
  • Prepare project narratives and response letters for complex applications.

Skills and Specifications

  • Ability to perform in-depth research and analysis necessary to justify proposed long range planning goals, objectives, and policies.
  • Capable of explaining the comprehensive plan process to a diverse population of decision makers, stakeholders, and members of the public, both verbally and in written form, including group presentations.
  • Deep understanding of project management processes and/or principles and practices of land use planning and public policy.
  • Excellent knowledge of land use and comprehensive plans, including their formation, process of adoption and implementation.
  • Read, interpret, and apply federal, state, and local laws, rules, regulations, and policies.
  • Communicate effectively, both internally and with those we serve.
  • Must be able to produce and maintain accurate plan review records and reports or other related documentation.

Education, Experience, Qualifications

  • Bachelor’s degree in planning, geography, political science, economics, environmental sciences, or similar.
  • 5 or more years of long range planning experience.
  • Strong background in planning, specifically for municipalities in Washington State.
  • American Institute of Certified Planners (AICP) Certification preferred.
  • Valid Washington driver’s license.

Physical Considerations

  • Ability to operate standard office equipment, such as personal computer, printer, copy machine, telephone, and calculator.
  • Work activities involve combination of sitting for longer periods and intermittent standing/walking.
  • Some outdoor work is required in the inspection of various land use development sites.
  • Occasional travel to various job sites.
