Overview
We are seeking a dedicated Federal HR Assistant to join our team. He/she plays a crucial role in supporting human resources functions for our federal customer. The Federal HR Assistant will be responsible for providing technical support duties that require substantial knowledge of Federal HR regulations, policies and guidance .
Responsibilities
- Provides a full range of technical support to operating offices in areas including onboarding and employee relations.
- Provides and reviews forms for completion such as Family Medical Leave Act, reasonable accommodation, insurance, etc.
- Answers customer questions: drafts letters to obtain information and provide instructions. Sets up and maintains case files and enters data into databases.
- Prepares offer letters, initiates, and completes security clearances.
- Prepares reports from data maintained in Employee Relations/Labor Relations and staffing databases as well as reports from automated staffing system (Monster Government Solutions).
- Assists in preparing Freedom of Information Act responses.
- Prepares responses to requests for EEO investigations.
- Provides classification assistance to include reviewing risk assessment data and inputting into OPM database to render appropriate public trust level; updates the Position Description (PD) library; makes necessary pen and ink changes to PDs; prepares spreadsheets for various projects to assist all Classification personnel; assists with validating data on RPA (Requests for Personnel Actions); assists HR Specialists with security paperwork for new employees; assists with New Employee Orientation training presentations.
- Serves as point of contact for employee benefit programs; plans, coordinates and publicizes open seasons. Explains programs to employees and provides liaison duties with various health benefit carriers and the customer Payroll Office. Keeps abreast of changes to ensure that employees are able to make informed decisions regarding their benefits.
- Processes a wide variety of personnel actions, such as appointments, separations, promotions, reassignments, or mass change actions.
- Performs qualification reviews on lower grade positions.
- Reviews and edits requests for personnel action (RPA’s) as they are processed through the HR Division. Checks for accuracy of coding, sets pay and determines the appropriateness of regulatory authority and proposed action cited in relation to intended purpose of request. Completes missing data items and code personnel data for input into HR Links. Provides point of control for the processing of all RPA’s, from receipt to completion.
- Serves as a point of contact for advice and basic information on a variety of personnel programs, such as Federal employment, merit promotion and on the use of HR Links. Provides appropriate information and documents. Responds to telephone calls and walk-in visitors and provides accurate information to questions.
- Monitors and responds to HR inquiries mail/email within 24 hours. Reviews a variety of regional Alert messages for HR action. Transmits, retrieves, and acknowledges electronic mail.
- Serves as a liaison with the Consolidated Processing Center (CPC). Identifies problems with information incorrectly entered in the HR Links system by CPC and follows-up with CPC to ensure information is corrected in HR Links.
- Develops information messages on a variety of Human Resources topics to be sent via mass mailing to all regional employees. Serve as point of contact for Regional HR training schedules.
- Researches, compiles and completes special assignments, projects and/or reports in support of specialists in the HR office.
- Serves as Office Manager of the HR office. Monitors the Division’s budget expenditures.
- Verify\ies and approves travel authorizations/vouchers as last line approver for all OHRM.
- Initiates, approves, processes, and reconciles credit card logs for training and supply purchases.
- Follows-up on open purchase requests to report status.
- Amends and submits monthly Rent documents.
- Verifies invoices from vendors, initiates, processes receiving reports and notifies Finance for invoice payment.
- Updates/monitors OHRM Travel spreadsheet and Contracts Inventory as needed.
- Verifies residual undelivered orders with vendor so that outstanding balances can be de-obligated.
- Identifies copiers, processed purchase requests/receipts for copiers with unpaid invoices and updates period of performance.
- Initiates Reimbursable Work Authorizations for several Divisions.
Skills & Abilities
- Must be a US Citizen.
- Able to pass a comprehensive background investigation and to obtain and/or maintain a Public Trust clearance.
- Must have substantial knowledge of Federal HR regulations, policies and guidance.
- Able to pass a comprehensive background investigation and to obtain and/or maintain a Public Trust clearance.
- Must have excellent oral and written communications and organizational skills.
- Must be proficient in Microsoft Office, specifically Excel, Microsoft Word, PowerPoint, etc.
Education/Certification Requirements:
A minimum of four (4+) years of federal HR experience that includes knowledge and experience executing Federal HR duties and responsibilities as a federal contractor and/or federal employee.
